7.  To undertake the marine high-tech R&D, and to develop systems and equipments for offshore marine environment monitoring and deep-sea observation and exploration;

8.  To undertake the research and application of the marine disaster prevention and mitigation technologies, the marine environment protection technologies, the energy conservation and emission reduction technologies, and the marine rights and interests maintaining technologies;

9.  To be responsible for the marine technology introduction and assistance, and to undertake the international marine technology cooperation and information exchange;

10.To undertake other tasks delegated by the State Ocean Administration.
